Summers are getting hotter and hotter. The planet’s temperature continues to rise each year, making everyday life in the summer increasingly difficult. The heat is not only uncomfortable, it’s also dangerous, especially for the elderly and those with respiratory problems. For this reason, New York State is providing free air conditioners to those who meet certain requirements.

This was announced by Governor Kathy Hochul’s cabinet. “This program is funded through New York’s 1332 Waiver. Air conditioning units will be available to Essential Plan members on a first-come, first-served basis until August 31, 2025, or until funds are exhausted,” says the official statement.

Applicants must not have received an air conditioner through the HEAP Cooling Program previously

To qualify for one of these devices, applicants must be enrolled in the Essential Plan, have a diagnosis of persistent asthma, meaning you experience asthma symptoms such as shortness of breath, wheezing, coughing attacks, chest tightness, or chest pain much of the time, or need daily asthma medication to control your symptoms. Alternatively, you must rely on daily medications to manage your condition. Additionally, applicants must not have received an air conditioner through the HEAP Cooling Program in the past five years.

This program is part of the Extreme Heat Action Plan (EHAP), a statewide initiative launched in 2022 under Governor Kathy Hochul’s State of the State agenda. “As climate change continues to cause more frequent and intense heat waves in New York, we are taking steps to protect our most vulnerable residents,” Hochul said.

What is the process for requesting air conditioning?

People must apply through the online application. They will receive an email within approximately two to three weeks informing them whether their application has been approved or denied. Approved applicants will then be directed to a supplier. They will be instructed on how to schedule two appointments: a pre-installation assessment to determine the appropriate air conditioning option, and an installation appointment with the supplier. After installation, the air conditioner becomes their property, and it will be their responsibility to maintain it. This includes removing, covering, storing, or reinstalling the unit or sleeve depending on the season. The supplier will assist them in obtaining the manufacturer’s warranty during installation.

As mentioned before, this initiative helps people with persistent asthma manage their increased risk of health problems related to rising temperatures. Its goal is to prevent asthma-related emergency room visits and hospitalizations, which will reduce healthcare costs.

Asthma is a disease that concerns leaders. The governor’s official website states that “the New York State Department of Health offers online information on asthma management.” Hochel’s office also reminds us that “New York City residents with persistent asthma can receive a free home allergen assessment. They need a referral from their healthcare provider to qualify.”
